Library is considered to be the heart of an educational institution. Library plays a vital role in providing people with reliable content. They encourage and promote the process of learning and grasping knowledge. A well stocked library is an asset to a college or a university. With the development of Information and Communication Technology (ICT), the behavioral characteristics of the library users have been changing rapidly and the library is trying its best to adapt with the technological advancement.
The Haldia Law College Library is an automated modern library; it has developed computer based information storage and retrieval system in the multi-user environment using KOHA software, an Open Source Library Management Software Package. The identity of all books and the library users are fully bar coded and all library based functions like acquisition, cataloguing and circulation services have been automated with the help of KOHA software package.
The book database is accessible through Online Public Access Catalogue (OPAC). The College library is equipped with huge number of law text books. Besides these text and reference books college has also been subscribing a large number of national and international journals, magazines, periodicals and dailies. To ensure proper security, CCTV surveillance system has been installed in the library hall. The HLC Library has recently installed latest version of WIFI service for all students, faculties and staff. The users are provided with air-conditioned and WIFI enabled reading cum reference section. HLC library staffs are friendly and very co-operative.

• The entire library is under CCTV surveillance system.
• Before entering into the library the readers/visitors have to sing in the proper register.
• All personal belongings expect purses, laptop and note books should be deposited at the property counter, the library can’t be held responsible for lost or stolen items.
• Mobile phone likely to cause disturbance. It is always to be in silent mood.
• Drinking/Eating/Talking/Sleeping or sitting in the unusual posture is not permissible.
• Writing, marking or otherwise disfiguring damaging of books, journal, any documents or furniture are prohibited.
• Readers should observed strict silence inside the library.
• Students are requested to carry their library at all time and must show them at the request of the library staff.
• Leave the books/documents on the reading table after consultation.
• The books are issued only on production of valid library cards issued to the borrowers. Library card is not transferable. In case of loss and damage of library card, a copy of FIR along with application addressed to the Register/Librarian for issue of duplicate library card is required. For issuing duplicate library card, Rs. 100/- shall be charged.
• BA-LLB (H) and LL.B students can borrow 2 books for 20 days and LL.M students can borrow 3 books for 20 days from the library. The borrowed book(s) can be re-issued for further two times.
• Faculty members can borrow 05 (five) books for 28 days. If any faculty requires additional book (s), he/she needs to take permission from the Principal. The borrowed book (s) can be re-issued for further two times.
• At the time of borrowing books the borrower is supposed to fill up the borrowing slip and he/she has to submit the slip along with their library card.
• Generally, Reference books and any journals are not issued to the students however only one reference book/journal borrower can take for photo copy purpose.
• It shall be the duty of the borrowers to the protect, maintain and take care of books issued against their names, Borrowers are requested to check if the books being borrowed complete and no pages are missing in it. In case of defect/damages in the book, the same should be brought to the notice of the library staff.
• The librarian may levy double cost of the books, if the books are returned in damage condition.
• During Power/System failure the internet services will be suspended.
• Librarian may ask the borrower to surrender the book in the library as a process of repossess at any time as a matter of exigency.
• A fine of Rs. 5/- per day will be charged for due books.
• Let fine of books of library will remain Rs. 5/- per day, per book as usual subject to Rs. 100/- as a highest amount with the period of 3 months and their after Rs. 50/- will be added with the said highest amount of Rs. 100/-
• After issuance of the books a student is not allowed to use the reading facility inside the library.
• If the borrower lost his/her library book he/she has to a) Replace the lost book by a new as per the consult of librarian with fine Rs. 100/- b) Pay the current price of the lost book with fine Rs. 100/-
• Any outside visitors is permitted to use the library facilities only after obtaining permission from the principal or competent authority of the college after providing a copy their of the Assistant Librarian/Librarian.
• Students can access only the academic purpose.
• If any member is found missing/mutilating/cutting pages/marking or underlined words from a book/journal disciplinary action will be initiated against him/her besides withdrawing the library facilities.
• If a students steals any book or he/she goes to out of the library without issuing any book, he/she is to pay fine Rs.1000/- +cost of the book otherwise his/her library service will be suspended.
• Student cannot bring personal books inside the library.
• The borrower will be held responsible for all materials until they have been returned good condition.
• The borrower can do the charging system on 10.30 am to 4.30 pm.
• Librarian is empowered to reconsider the case of penalty on sufficient ground
